Yes, they can. Incognito only covers your own device: once every Incognito window is closed, Chrome keeps no history, cookies or site data. But the sites you visit, whoever runs the network (school or employer), and your internet provider may still see what you do in Incognito.

Incognito just avoids saving to this device
Chrome's help page explains that an Incognito window starts a separate browsing session and doesn't sign you into your Google Account or other sites automatically. Cookies and site data it keeps during the session are deleted when you close all Incognito windows, and your visits aren't saved to history. It's meant for shared computers and gift shopping, not for being invisible.
Who can still see you
Google says it plainly: Incognito "doesn't make you invisible." The websites you visit (Google's included) and the organizations that manage your network, like your school, employer or ISP, may be able to see your activity. If you sign in to an account inside Incognito, that site obviously knows it's you. Firefox says the same about private browsing: it won't stop malware, won't hide you from your ISP, and won't hide your location from websites.
What sticks around
Files you download in Incognito stay on your computer, and bookmarks or reading-list items you save carry over to normal windows. Chrome blocks third-party cookies by default in Incognito, which cuts some cross-site tracking, but it does nothing to hide your connections from the network. The shortcut is Ctrl + Shift + N (⌘ + Shift + N on a Mac).
